THE PLAN ENCOMPASSES ALL THE FUTURE, UH, FOR SURREY COUNTY. UM, I'M GONNA KEEP THIS RELATIVELY BRIEF BECAUSE A LOT OF THE INFORMATION WE'RE GONNA COVER IS, IS ITEMS THAT YOU'VE ALREADY SEEN. UM, BUT WE PUT TOGETHER THIS PRESENTATION TO KIND OF COVER SOME OF THE CHANGES THAT WE'VE DONE SINCE WE LAST MET WITH YOU ALL. SO, UM, WE'VE HAD SOME PUBLIC ENGAGEMENT SINCE WE LAST MET. UH, WE HAD A PUBLIC MEETING DISPLAYING THE FUTURE LAND USE MAP, AND WE OFFERED GUIDANCE TO MEMBERS OF THE PUBLIC THAT CAME AND VISITED. UM, AND THE, UH, COMPREHENSIVE PLAN DRAFT WAS PLACED ON ONLINE, UH, FOR MEMBERS OF THE PUBLIC TO REVIEW. UH, WE HAD SOME VERY, UH, WE HAD A LOT OF COMMENTS ON THE DRAFT DOCUMENT, UM, AND OF WHICH WE WENT THROUGH, UH, 95 COMMENTS, UM, AND MEMBERS OF, UH, SURY COUNTY STAFF, UH, ADDRESSED COMMENTS. AND THEN, UM, OUR TEAM AS WELL, SUMMIT DESIGN AND ENGINEERING, WE PROVIDED A LOT OF CONTEXTUAL INFORMATION TO THE, UM, UH, TECHNICAL DATA THAT WE SUPPLIED. AND SO HERE'S JUST A FEW EXAMPLES OF THE TYPES OF EDITS THAT WE MADE TO THE, UH, COMPREHENSIVE PLAN. UM, SO FOR EXAMPLE, UM, THERE WAS A QUESTION OF, UH, LOSS OF AGRICULTURAL JOBS, YET A GROWING AGRICULTURAL ECONOMY. UM, SO WE KIND OF CLARIFIED THAT IN THE DOCUMENT. UM, THE PERCENTAGE [00:05:01] CAP ON UTILITY SCALE SOLAR, UH, WAS INCORRECT. AND WE, WE UPDATED THAT TO REFLECT ON THE ADOPTED ORDINANCE. UM, AND THEN COMMENTS THAT DID NOT RESULT IN CONTEXTUAL CHANGES. THESE WERE ALL, UH, ADDRESSED BY SURREY COUNTY STAFF. UM, SOME OTHER CHANGES WE'VE MADE, UM, WE'VE ADDED CLARITY REGARDING EXISTING ZONING PERMITTING, UH, MANUFACTURED HOUSING WITHIN THE AR DISTRICT FOUND IN PAGE 37 OF THE PLAN, UH, IN ACCORDANCE WITH THE CODE OF VIRGINIA. WE ALSO ADDED, UH, MANUFACTURED HOUSING AS AN APPROPRIATE LAND USE FOR THE, UH, RURAL PRESERVATION FUTURE LAND USE CLASS. AND THEN THESE CHANGES WERE MADE TO SATISFY THE REQUIREMENTS THAT THE CODE OF VIRGINIA SECTION 15.2 DASH 2 2 2 3 0.5, UH, WHICH REQUIRES PROVISIONS FOR MANUFACTURED HOMES IN THE COMPREHENSIVE PLAN. UM, AND THEN THESE SLIDES ARE KIND OF GOING BACK OVER SOME OF THE KEY ELEMENTS OF THE COMPREHENSIVE PLAN. THE MAJOR CHANGES SINCE THE LAST COMPREHENSIVE PLAN ADOPTED IN 2020. SO THIS IS THE EXISTING LAND USE MAP, UM, WHICH WAS AN UPDATE, UH, BECAUSE WE USED, UH, UP TO DATE SURREY COUNTY ASSESSOR DATA. UM, WHEREAS THE, THE, UM, ADOPTED 2020 PLAN USED, UH, ESTIMATES FROM ZONING, THE FUTURE LAND USE MAP WAS ALSO CHANGED TO REFLECT UPON, UH, CHANGING CONDITIONS. UM, NAMELY THE ADDITION OF THESE MIXED USE AREAS, GRAS CREEK AND BACON'S CASTLE. WE'VE ALSO ADDED THE SOLAR OVERLAY TO, UH, IDENTIFY THE EXISTING SOLAR FACILITIES, UH, IN SURREY COUNTY. UM, AND, UH, ALIGNED THAT WITH, UH, AGRICULTURAL USES TO ENSURE SOLAR CONTRIBUTES TO COUNTRYSIDE SCENERY WHILE ALSO GENERATING RENEWABLE ENERGY. IN ADDITION, UM, THE ENERGY AMENDMENT WAS ADDED, UH, UH, TO THE COMPREHENSIVE PLAN, UH, WHICH WAS ADOPTED IN 2023. SO THIS AMENDMENT HELPS TO, UH, PROVIDE ADDITIONAL CLARITY AND POLICY TO THE COMPREHENSIVE PLAN. UM, AND UPDATES. OBJECTIVE FOUND FIVE FOUND IN THE PLAN. THIS WAS NECESSARY DUE TO CODE OF VIRGINIA CHANGES AND INCREASED APPLICATIONS FOR ENERGY PROJECTS. IN ADDITION, WE ADDED THE, UH, ROUTE 31 CORRIDOR OPPORTUNITIES REPORT, UH, THAT WAS PREPARED BY THE VIRGINIA CHAPTER OF THE AMERICAN PLANNING ASSOCIATION AS PART OF A COMMUNITY PLANNING INITIATIVE. UM, AND SO THIS WAS, UH, A SMALL AREA PLAN FOR THE GRAYS CREEK MARINA WATERFRONT PURSUING MULTIMODAL TRANSPORTATION IMPROVEMENTS, DIVERSE HOUSING AND APPROPRIATE COMMERCIAL DEVELOPMENT AND STRENGTHENING COLLABORATION BETWEEN SURREY COUNTY AND ITS TOWNS. UM, SO OUR NEXT STEPS, WE ARE CURRENTLY HAVING THE PUBLIC HEARING WITH THE PLANNING COMMISSION. UH, NEXT THERE WILL BE A, A PLANNING COMMISSION, OR EXCUSE ME, A PUBLIC HEARING WITH THE BOARD OF SUPERVISORS, THEN ADOPTION AND THEN IMPLEMENTATION. THAT CONCLUDES MY PRESENTATION. UM, DID YOU WANNA BRING UP WHICH TOPICS ARE WE GONNA BE TO BRING UP WHICH TOPICS TO THE DISCUSSION? UM, ONE OF THOSE TOPICS OF DISCUSSION. UM, I THINK WE, WE, WE, WE HAD SO MANY DIFFERENT ITEMS. I THINK WE THOUGHT WE PROBABLY HAD TO PUT IT IN TWO DIFFERENT MEETINGS. UM, I THINK ONE OF THOSE TO STOP IT, AND CORRECT ME IF I'M WRONG, UH, UH, CHAIR, CHAIR . UH, BUT ONE, ONE OF THOSE ITEMS WAS DISCUSSED, UH, AMONGST THE, AMONGST THE PLANNING COMMISSION AND THE BOARD WAS THE DISCUSSION THAT WE'RE HAVING NOW WITH SUBDIVISIONS AND MINIMUM LOT SIZES. UM, SO IN ORDER TO HAVE THAT DISCUSSION, WE FELT IT WOULD BE BEST TO, BEFORE WE HAVE ANY OTHER MEETINGS WITH THE COMMISSION AND, AND DRAFTING LANGUAGE THAT WE HAVE A JOINT MEETING WITH THE COMMISSION, UM, ON SUBDIVISIONS WHERE WE'RE TALKING ABOUT FAMILY SUBDIVISIONS AND MINIMUM LOT SIZES. I THINK THE RECOMMENDATION FROM THE COMMISSION AT THIS TIME WAS LOOKING AT MAYBE A MINIMUM LOT SIZE OF 10 ACRES AND THE, IN THE AR DISTRICT. AND I THINK ALSO THERE'D BEING SOME TYPE OF MEDIUM TYPE OF DENSITY OF, UM, A NEW DISTRICT THAT WOULD BE SOMEWHERE BETWEEN A R ONE AND AR MAYBE. I THINK THE DISCUSSION WAS MAYBE SOMETHING ALONG THE LINES OF MINIMUM LOT SIZE OF LIKE 10 ACRES, ENTIRE TWO ACRES TO, TO GIVE YOU THAT, THAT FEEL OF SOMEWHERE YOU, YOU HAVE A ZONING DISTRICTS FOR EVERYONE AND FOR DIFFERENT TYPES OF PROJECTS. SO THAT WAS THAT, THAT PART. AND I THINK THE OTHER TOPIC WAS, UM, AROUND THE, UM, SHORT TERM RENTALS. SHORT TERM RENTALS WAS A TOPIC, UM, OF DISCUSSION. THAT'S SOMETHING WE'VE BEEN WORKING ON QUITE SOME TIME. SUMMIT HAS BEEN WORKING WITH US ON SHORT TERM RENTALS. UM, WE HAVE, UM, SOME RECOMMENDATIONS FROM THEM AND WE HAVE SOME DRAFT LANGUAGE, BUT THERE'S ALSO A COUPLE PARTS TO THAT WE'RE WORKING WITH THE BOARD WITH, UM, HOW WE TAX THAT FOR, UM, UH, WHAT IS IT IT IS TAUGHT FOR, UH, TRANS, TRANS AND OCCUPANCY TAX. I'M SORRY. THANK YOU. UM, SO THERE, THIS IS HOW WE TAX THAT IN, IN A POSSIBLE REGISTRY. SO THERE'S SOME THINGS TO, TO CONSIDER THAT WE NEED TO WORK TO COLLABORATIVELY BETWEEN THE POINT OF COMMISSION AND THE BOARD TO GET THERE. UM, THEN THE OTHER TOPIC OF DISCUSSION WAS, UM, A JOINT WORK, ANOTHER JOINT WORK SESSION ABOUT, UM, ROLES AND RESPONSIBILITIES OF THE PLANNING COMMISSIONING, UM, WITH THE BOARD SUPERVISORS WHEN IT COMES TO THE ITEMS THAT, THAT WE'RE RESPONSIBLE FOR HERE, UM, FOR A DISCUSSION THERE, WE NEED TO, WE, WE NEED TO LOOK FOR A, I BELIEVE A THIRD PARTY PERSON THAT WILL HELP US FACILITATE THAT DISCUSSION AMONGST THE COMMISSION AND THE BOARD. UM, SO WE WERE LOOKING AT IT, IT SEEMED TO BE QUITE A BIT FOR ONE MEETING AND ONE NIGHT. SO WE'RE LOOKING AT POSSIBLY BREAKING THIS UP INTO TWO OPPORTUNITIES TO MEET WITH THE BOARD TO DISCUSS THESE TOPICS. UM, SO THAT'S, THAT'S WHAT WE HAVE RIGHT HERE FOR TONIGHT. ONE'S YOU ALL TO KNOW THAT UP UPFRONT. I BELIEVE OTHER OTHER BOARD MEMBERS ARE MORE LIKELY TO BE AWARE OF, OF THIS THIS SCENARIO, PROBABLY LOOKING AT DATES IN THE FUTURE. THAT COMMITTEE MET OVER THE COURSE OF LAST YEAR AND ISSUED SOME RECOMMENDATIONS BASED ON THOSE RECOMMENDATIONS. AS MR. WADE INDICATED, UH, SUMMIT PROVIDED US WITH SOME, SOME ADDITIONAL RECOMMENDATIONS. IN ADDITION, I ENGAGE THE SERVICES OF OUTSIDE COUNSEL TO LOOK AT DRAFTING ORDINANCES. UM, MR. WADE REFERENCED THE TRANSIENT OCCUPANCY TAX. THAT IS SOMETHING THAT OFTEN GOES HAND IN HAND WITH DISCUSSIONS OF SHORT-TERM RENTALS, BUT WOULD NOT JUST APPLY TO SHORT-TERM RENTALS. UM, WE HAVE RECENTLY RECEIVED THAT, UH, THAT PACKAGE OF INFORMATION FROM OUTSIDE COUNSEL. WE ARE STILL PROCESSING, PROCESSING INTERNALLY, SO I JUST WANTED TO MAKE CLEAR, WE'RE STILL AT THE BEGINNING STAGES OF THIS PROCESS. UH, BUT AS MR. WADE INDICATED, THERE ARE SOME POLICY DECISIONS THAT NEED TO BE MADE THAT NEITHER MR. WADE NOR I CAN MAKE. SO, UM, THAT'S WHY WE WANT TO PLACE IT ON THE AGENDA FOR THE JOINT WORK SESSION. WE'RE ALSO WORKING WITH THE COMMISSIONER OF REVENUES OFFICE. UH, THEY'RE GOING TO HAVE A PIECE OF THIS, SO I DON'T WANT ANYONE WHO'S LISTENING AT HOME TO GET THE IMPRESSION THAT THIS IS GONNA BE IMPLEMENTED LIKE NEXT MONTH. BUT WE, WE ARE WORKING TOWARDS HOPEFULLY A PRE-SUMMER IMPLEMENTATION BECAUSE WE DEFINITELY KNOW, UM, THE SHORT TERM RENTALS BECOME A MORE OF A CONCERN DURING THE SUMMER MONTHS. UM, SO THEY MAY BE HAVING A COMMUNITY MEETING COMING SOON. UM, THERE ALSO, UM, IS A NIAGARA WANTS TO DO SOMETHING WITH THEIR, UM, THEY OWN A PROPERTY OFF OF ROUTE 40. THEY MAY BE INTENDING TO DO A COMMUNITY MEETING THERE TO GO FROM A SPRING WITHDRAWAL TO A, UM, GROUNDWATER WITHDRAWAL PERMIT. AND SO WE, THERE ARE SOME SUGGESTIONS THAT WE MADE FOR THEM. UM, AND SO THEY, IT IS UP TO THEM WHAT THEY WANT TO DECIDE HOW THEY WANT TO GO AND WHAT THEY WANT TO FILE. BUT WE HAVE ADVISED THEM ON WHAT THEY NEED TO DO. UM, AND THE FIRST PROCESS WE SUGGESTED THAT THEY DO HAVE A COMMUNITY MEETING. SO ONCE SOME OF THESE THINGS START APPEARING AND, AND WE WILL FORWARD THAT INFORMATION TO YOU ALL, ONCE WE HAVE COMMUNITY MEETINGS SET, THAT INFORMATION WILL BE SENT OUT TO YOU ALL ABOUT THOSE PARTICULAR PROJECTS AND WHAT IT ENTAILS. SO WHEN YOU SEE, WHEN YOU SEE SOME OF THOSE PROJECTS COME OUT, IT'S BECAUSE THEY'VE MET WITH US UP FRONT. UM, SO THOSE ARE, THOSE ARE TWO PROJECTS THAT I AM AWARE OF THAT WILL PROBABLY BE ON THE HORIZON IN THE NEXT COUPLE OF MONTHS. UM, SEEKING A, I GUESS RECOMMENDATION AND THEN APPROVAL BY THE BOARD SUPERVISORS. BUT THOSE ARE, THOSE ARE SOME THINGS THAT TO CONSIDER, BUT I DON'T, I DON'T KNOW WHERE THEY ARE. THEY HAVEN'T GIVEN ME DEFINITIVE TIMEFRAMES YET, BUT THEY, THEY DO HAVE TO WORK WITH US ON THE TIMING OF THE COMMUNITY MEETINGS. 'CAUSE WE NEED TO MAKE SURE THAT WE DON'T ALREADY HAVE MEETINGS. LIKE FOR EXAMPLE, YOU WILL HAVE PLANNING COMMISSION MEETINGS. THE BOARD SUPERVISOR HAS BOARD MEETINGS, SO WE TRY NOT TO CONFLICT THOSE MEETING TIMES.
